Online Conflict-Free Case Management Session for DD Participants and Families

During this online meeting, presenters from the Rhode Island Department of Behavioral Healthcare, Developmental Disabilities, & Hospitals, and the Executive Office of Health and Human Services shared the latest information about Conflict-Free Case Managements and how these changes may affect individuals who receive Services through the Division of Developmental Disabilities.

Advocates in Action hosted this meeting for BHDDH and EOHHS, and we're in the process of editing the meeting footage to highlight the questions and answered that were shared, along with any related resources. Question 1: Will individuals need to have a new SIS once CFCM goes into effect?

Question 2: How can BHDDH do the SIS assessments and provide the funding? Isn't that the opposite of conflict free?

Question 3: Will referral made by Case Managers be going through Therap?

Question 4: What happens to the Support Coordinators who work at the agencies now?

Question 5: Where will the new jobs for CFCM Case Managers be posted?

Question 6: What will the new CFCM agency structure look like? Will there be just one, or will there be several?

Question 7: Where will the funding for CFCM come from? Will it be taken out of a person’s Individual Budget?

Question 8: Can you clarify the process? Will individuals be required to select their Services before they have a CFCM Case Manager?

Question 9: Will people who currently receive DD Services need to develop a new ISP?

Question 10: How does this apply to self-directed participants and their families?

Question 11: Will we be able to continue using our current Plan Writer?

Question 12: Do the CFCM agencies already exist, or are they still being developed?

Question 13: The Certification standards don’t appear to include much around Person-Centered Planning. How can we be assured that the new CFCMs agencies will be trained in this and equipped to support individuals in leading their planning process?

Question 14: The draft certification standards refer to new regulations. Are those available for the public to review?

Question 15: Many families have used the same Plan Writers, for years and they have become very familiar with our sons and daughters during that time. How will starting over with a new CFCM who doesn’t know us benefit the individual receiving services?

Question 16: Will individuals who attend attend a person’s planning meeting be compensated for their time?

Question 17: Will the plan writer who will become the case manager be paid twice from our individual budget?

Question 18: When will CFCM go into effect?

Question 19: How can a Plan Writer become a Case Manager?

Question 20: If you don’t like the Case Manager or CFCM agency you’re assigned to, will you be able to change to a different person or agency?

Question 21: If a plan writer becomes a Case Manager at a CFCM agency, would they be able to keep writing plans for the individuals they do that for now?

Question 22: The draft Certification Standards say that Case Managers will have 40 individuals on their Caseload. Does that mean Plan Writers who currently work part-time would need to change to full-time at a CFCM agency?

Question 23: CFCM sounds like a good thing, but all of this sounds like another layer of bureaucracy. This is extremely frustrating! How will this benefit individuals?

Question 24: Will someone let us know if our current Plan Writer begins working at a CFCM agency so we have the option to continue using them?

Question 25: What is the feedback from other states who have already made the transition to CFCM?

Question 26: Will there continue to be a need to write both an ISP and a Person-Centered Plan?

Question 27: I can understand there might a conflict for Provider Agencies, but how is a conflict for Independent Plan Writers?

Question 28: Why can’t there be CFCM agencies to provide Case Management and still continue to have Independent Plan Writers?

Question 29: I’m concerned requiring Case Managers to have a 48-person caseload may affect the quality of the services they provide. The number seems unreasonable. Hhow did you arrive at it?

Question 30: How will you find organizations who want to become CFCM agencies, given the capacity issues so many providers are currently having?

Question 31: Do the parents get to select what CFCM Organization they want to work with if there are more than one?

Question 32: Will it be a conflict if Plan Writers who begin working for CFCM organizations share that information with the individuals they currently work for?

Question 33: If the state’s transition to CFCM takes longer than anticipated, will things remain status quo until the process is complete?

Question 34: What will happen if you don’t get enough Plan Writers?

Question 35: Do we know if any agencies have applied, yet?

Question 36: Can people use their flexible budgets to pay for services not provided through BHDDH certified agencies?

Question 37: Do you still need to use a Fiscal Intermediary to purchase Goods and Services that aren’t provided through a licensed DD Agency?

Question 38: Where can we get the slides from this presentation?

Question 39: When will the CFCM Standards be finalized?

Question 40: If an individual doesn’t have computer access how will they be able to get support around this?

Question 41: If people cannot make the In-Person meeting and don't have internet, will you be mailing information?
